Serial flasher defends waving of his genitals in public

A SERIAL flasher who most recently exposed himself to a seven-year-old girl playing in the sand on a Sunshine Coast beach, says it is disgraceful that he is being treated as a "potential pedophile".

Clifford John Candy told Brisbane Supreme Court that he was deeply ashamed of his behaviour and realised it was disrespectful to show himself naked in public.

"(But) there's no way my behaviour would ever have escalated beyond public displays of nudity," he said.

Candy has exposed himself in public 19 times over a decade - exposing himself to young children at a video store, a shopping centre and using a flashlight to direct one child to look at him in the dark while standing in his garage.

Catherine Scott, acting for the Southern Queensland Regional Parole Board, said the board had initially refused Candy's parole but had since rescinded that decision.

She said, though, the board had since refused four home assessments for reasons such proximity to children or inappropriate placements.

Candy, appearing via video-link from prison on Wednesday, said he believed the board had been over over zealous with their restrictions.

He said one place refused had been his mother's house because, he believed, they were worried about his son visiting and a nearby bus stop.

Candy said he was due for full-time release in April which meant he would have no restrictions and no parole support in the community.

Ms Scott said she would make that point to the board.

Justice Anthe Philippides adjourned the application for judicial review until the parole board had made a decision.

She told Candy if the board had not made a decision within 210 days of his application, then he should apply again to the supreme court.

In 2001 Candy was convicted of exposing himself to motorists as he stood alongside of the Sunshine Motorway on-ramp.

Candy was sentenced to 2.5 years when he pleaded guilty in Brisbane District Court in 2012 to exposing himself at Marcoola Beach on October 30, 2011.

After exposing himself to the young girl, he moved into sand dunes, stripped naked and bared his manhood to "all and sundry" on a heavily populated stretch of beach.

Candy tried to argue he liked to wave his genitals around "like a flag" in front of people to overcome fears of being seen naked and to feed his adrenalin addiction.
