A CONCERNED Toowoomba resident has captured two toddlers perched against the bars of the balustrade on the top level of Grand Central Shopping Centre.

The photographer and other witnesses who contacted The Chronicle admitted to being shocked by the scene

It does not appear the young children are in any danger, with the balustrade preventing them from falling.

However, witnesses say stunned motorists travelling on Margaret St slowed when they saw the two children.
