Scott Elms cleared of threatening Gympie MP

BUSINESSMAN Scott Elms has been cleared of attempting to threaten Gympie MP David Gibson.

The Parliamentary Ethics Committee yesterday released a report stating there was no evidence Mr Elms had threatened Mr Gibson or attempted to influence the Rainbow Shores Development.

In a submission to the committee, Mr Gibson said Mr Elms had never issued a direct threat against him.

Mr Gibson said he feared Mr Elms would publish rumours about his conduct while in the military.

"I felt by the manner in which he engaged with me that he acted like he had something over me and was willing to use it for his benefit to influence the approval process," he said.

"I felt that there was a clear inference that if I didn't deliver on an outcome for RS2 including access to ministers, Mr Elms would expose my past.

"Whilst there was never a direct threat from Mr Elms that this would occur I felt it being implied in the tone of emails, and in the 'whispering campaign' that was occurring where he was telling people there was something in my past but never revealing the facts."

Mr Elms denied he ever threatened Mr Gibson and pointed to a police investigation into the matter which was dropped. He said he didn't need to threaten Mr Gibson to get Rainbow Shore Development support as he had already spoken in its favour.

The report from the committee said while there was "some evidence" Mr Gibson felt intimidated, there was no direct evidence of a threat being made against him or any direct offer of a bribe.

"The committee finds that while the Member for Gympie felt intimidated by Mr Elms, that he might publish rumours about the Member's past, there is no evidence of any conduct intended to influence the Member for Gympie in the free performance of his duties as a Member of Parliament," it read.
